I’ve skimmed past this image many times, but I think there may be something interesting here. I’ll hold my guess about where and when it is until you’ve had a chance, but I’ll point out a couple of things. In addition to the railroad, there is some sort of construction railroad being scratched in. There is also a sunken forest of some age. There is also some sort of path scratched into the scree slope above the railroad, mid-field. Guesses?

I can't find any images at the moment, but it reminds me of that bend, when approaching Mosier from the west,.

nels, those “posts” in the water are what I believe is a drowned forest. Close up examination shows they are tree trunks. They are a hint at the geological activity which has happened in the area.

Aren't we looking at Dog Mountain, Viento, near Shellrock? And Lewis and Clark's Lost Forest from the Table Mountain/Bonneville/Bridge of the Gods Landslide?

I believe starboard and James have called this right. I was able to line up the cliff faces on both river banks in Google Earth by putting the camera west of Viento looking east. That spot where the railroad tracks bump right? That's Starvation Creek,
It's possible those work tracks are part of the early work on the Columbia River Highway, or it could be an earlier unrelated project.
Longshot
The lightly timbered point sticking out into the river is just to the east of the Starvation Creek Rest Area. Maybe low down on the Mt Defiance trail you could get about the same perspective if you can get a view through the trees.
