No way of knowing, but it looks probably about how the road to Cloud Cap or Lost Lake would have looked. I notice a line strung along those trees. Has to be some sort of telephone or electricity line.
It seems apparent the way they are dressed they aren’t working out there. Maybe they are waiting for Big Foot.

Reminds me of the road leading to Mike and Shauna’s Caldwell’s Stonehenge restaurant……these guy’s surely are hungry!

How strange. Interesting that the one guy is dead-center horizontally. What a truly strange shot.

An early forest service phone line showing on the trees along a very interesting road ~

Timber Cruisers?

Highwaymen. When the stagecoach comes around the corner, it better keep on "truckin".

Not a logging road. Looks like tracks of 4 wheeled vehicles, maybe a horse drawn wagon or Model T. Classic look for those times with the humans spread out. Nice photograph.
Longshot
The road to me looks like it is seeing mainly horse and wagon/buggy traffic, no grass growing in the center and the wheels tracks aren’t deeply rutted.

There seem to be boxes sitting on the side of the road. Blasting? Or…

So many questions about this photo. I was reading The Dalles Chronicle in dr’s. office last week and noticed they had a picture called "History Mystery" and asked for help identifying it. Since you’re not sure all pictures in this latest donation to the museum are from HR, would it be possible to maybe publish it in HR News asking for help?
