A fun game I like to play each day: Try to guess the timing of the photo before I scroll down. The incredibly neat conduit work on the wall behind them had me thinking a few decades later, but the quality of the picture and their outfits are indeed more "teens" I guess.

This appears to me to have had to have been some sort of an organization or club. The hats have some what of a basic design and some then embellished in various ways. Also seems that sailor dresses are in fashion…..
