Notes
While the main route from town to Koberg Beach went up the Columbia River Highway on the east side before descending to Koberg from what is now the Mark Hatfield Trailhead, there was a seasonally passable shortcut at river level. That’s the route the power lines took, as you can see in this image. This route has been replaced with I-84.
If you think the linesman on the pole over the water has some degree of safety because the water will break his fall, think again. The water is probably only a foot or two deep at that point.

Wasn’t there at times a ferry dock between this area and Stanley Rock? That would have been a pretty good walk into town.

I’m not familiar with a ferry dock near there. Do you know which ferry? I know of ferry docks in the Hood River delta near the rail depot, and at the east end of the OR&N RR bridge over the Hood River. Maybe that one had to move when the water was low?

It looks like they might be rerouting the wires to a new pole at higher elevation.
Perhaps in preparation Bonneville dam. The pole in the foreground looks new and it looks like the wires are being transferred from the lower pole.

It shows Ferry on this map, but maybe that is the same as what you mention at the east end of the railroad bridge.
