Historic Hood River
While the main route from town to Koberg Beach went up the Columbia River Highway on the east side before descending to Koberg from what is now the Mark Hatfield Trailhead, there was a seasonally passable shortcut at river level. That’s the route the power lines took, as you can see in this image. This route has been replaced with I-84.
If you think the linesman on the pole over the water has some degree of safety because the water will break his fall, think again. The water is probably only a foot or two deep at that point.
