Notes
We don’t know much about this image, but it appears a civic minded citizen is doing his part for a local charity by manning the dunk tank. Having performed this duty myself, I’ll pass along the advice to volunteer for an early time slot, while the water is still clean.

I am going to guess that the building is a Grange Hall. Maybe a hotel.
Sure wish we knew what followed the word House on the sign.
Why is the lady wearing a two pointed hat?
The one gentleman appears to have long hair. I wonder if he is Native American?

Could it be the back side of the first wing of the Mt. Hood Hotel?

I am thinking that this might be something to do with a 4th of July celebration. If you notice the booth in the upper right of photo it has stripes, probably red and white, with a band of stars below. You see the star effect down in the bottom right where the darling litle boy is in his sailor suit.
Had to be possibly in the teens as women appear to be still wearing long dresses.
Look at the man by the woman in white, I think that must be one of the local Indians from the hat he is wearing. Wonder which one it is. Maybe the one we saw in the very early photos.

If you look back at the picture of Indian Charlie you will see the same type of hat. I was wondering if the woman with the two pointed hat might be a nurse of some sort or just decked out for the celebration.
Built definitely on the hill, as you notice the buildings behind are uphill. and what is that platform thing leaning up against the stairs, some sort of stage possible for the festivities.
