This image was used in the Sunday Auto section of the newspaper on August 12, 1923. According to the notes the caption was to be, “New bridge over East Fork of Hood River on the road to Devil’s Punch Bowl.”
I think this would be the bridge to replace this one.

That looks like the bridge that once crossed the East Fork at Iowa Drive. Today, the service road at Punchbowl Falls Park terminates at the former bridge abutment opposite the Iowa Drive route stub. Trail volunteers completed a new path in 2018 up the East Fork from the confluence that passes footings from some of the earlier bridges in this location. The service road seems to be the original county road through the area connecting the log bridges over the east and west forks. I am pretty sure the other photo is a bridge over the West Fork above the Punchbowl Nice photo!
