This looks like the intake for the aqueduct which carried water from the Copper Dam to the Powerdale power house on the Hood River. Workers had their hands full keeping the ice moving in the winter of 1930. Other images in the series show them chopping up the ice with hand tools. Not sure what they did with that log which is headed towards the pipe, but I’m pretty sure that needed to be diverted before reaching the turbine.

used to be a concrete trash rack at end of open-top flume above, in background, before changing to enclosed pipe. I think that’s what the dozen or so people on standing upon.

What a mess! I guess this is an example of modern day conveniences becoming not so convenient.
Moving ice can do a lot of damage.
With today’s weather forecasting we can have an idea of when a cold spell will end. These guys might have had no idea how long they would have to deal with the ice.

I believe there was a spillway in that concrete structure that spinsur pointed out so maybe they where flushing the ice and debris out.
