Since this is Cascade Locks, we know the barrel is not up there to catch rain water for drought, so it must be for putting out a chimney fire.
Definitely a wooden walkway. Looks like a flimsy corral at the back corner of the house, maybe a sign leaning against the wall? Lots of detail….
The man looks like he is waiting for his bride. He is nervous, because he has wiped his face several times on that handkerchief.

If it is, how did the dog get up there?

I’ll bet there’s an easy way up on the back side. If the barrel is to put out chimney fires, you wouldn’t want to fuss around finding a ladder to get up there quickly. I’ll also bet the dog is wondering how he is going to get down now that he’s gotten up there.

Here is a link about the barrels. This is not the same house. No windows on the end of the house. I think it was a building out at the hatchery.
