This August 1932 image was taken with Alva Day’s camera, showing another photographer taking a photograph of Alva Day and friends. Alva Day is second from the left, next to his wife Io. Third from left is J. H. Fredricy, a fellow officer of the Game Protective Association and Hood River station master for the OR&N Company railroad.
There are many Alva Day images of the construction of a structure for breeding game birds. I suspect they were posing for some official images for the Oregon State Game Commission when they were finished.

Any clue where this is? It looks like a concrete wall behind them. Maybe a building or the Historic Highway?

I don’t think that is concrete. I believe it is a wood structure with netting.
