We can only guess at what’s at the receiving end of this stream of water. The location, of course, is our City Hall building on 2nd Street. In this era the basement housed the fire equipment and the police station.

I suspect they’ve run the hose up the back stairs from a fire engine parked in the garage below. No guess who’s getting soaked.
