It looks like they’re replacing the old wooden deck on the Hood River White Salmon Interstate Bridge with a new steel deck. This image is dated December 1951, with the name Howard Jones on the reverse.

Steel decking is long term and great for drainage. Portland replaced steel with concrete that lasted only ten years.

Steel decking is not allowed for new bridges because it allows all the fluids from passing vehicles to drop into the river. New bridges need to gather and deal with the runoff. If you don’t think much runs off your car, look at the floor of your garage at the end of the winter.
These steel decks were replaced at least once. I remember a very lengthy replacement process about 10-15 years ago.
