The woman on the left may be Edna or Edith Plog of Hood River. She appears to be wearing a World War II vintage uniform, though I’d be happy to be corrected by someone more knowledgeable.
This is a great example of an image made far more interesting because of careful notes on the reverse:
The other gal’s name is Lottie (Sunshine) Hughes from Mississippi. Her cot is next to mine and she has been a very good friend to me.

Is there a significance to the hats being worn on opposite sides of the head? Or was it just a matter of preference?

It’s Edna, later Edna Hart. She taught Home Ec at Odell and Wy’East High Schs. I can’t speak to the side that the hats are on, but I can say that Edna is wearing an officer’s hat; Ms Hughes is wearing an enlisted hat.

From the June 2, 1944 Mt Adams Sun:
Word was received this week from Private Edna Plog, former home-ec teacher in the local high school, who has recently joined the WACs. She is stationed in Des Moines, Iowa and reports that she likes the army life very much.
