I suspect we’re looking at the “cleanup” of the Hood River delta after they removed all the trees in preparation for the flooding of the Bonneville Pool.
Hard to imagine that piece of real estate becoming as important to the city’s economy as it is today.

Can anyone give us a rough approximation of where the water line would be today if it were superimposed on this photo.

We’re pretty much looking at the Nichols Basin. The jetty to the sandbar would be on the right side of the frame, and it goes out a bit past the end of the road you see on the left. You can see where the UP and the MHRR tracks diverge, just east of our train depot. The building in the image is the old MHRR depot which is gone.
I-84 goes through about where the man is standing in the road.

Makes me think of that Pete Seeger song, "Where have all the flowers gone"? Except for Hood River it would be, "Where have all the cottonwoods gone"?
