Backing into an empty space as in the older photo is safer and more logical than backing out into traffic. They obviously did a better job parking 5′ vehicles in 6′ spaces than is now done with 6′ vehicles in 9′ spaces. This is similar to our highways now requiring 10′ to 12′ lanes where 9′ was previously fine..
Longshot
When were the road improved to the point that the masses could readily drive to the coast? I wonder if this was some kind of automobile club outing?

I can recall it was what seemed like an all day outing to get from Hood River to Otis when I was a child. Prior to I-84 being constructed, it was just a long curving back and forth trip to Portland, much less from there on to our destination. I can remember stopping on the other side of Portland for picnics on heading to the ocean. So you might say it took the better part of a day to get to the beach and another to return.
