Here’s a nice view of the steamer Dalles City passing though the Cascade Locks. I wonder what the etiquette was for who stood or sat on each level of the ship?

I see what looks like hay covered with a tarp but what is stacked next to it? Is it cord wood?
Dalles City was one of three boats that caused a ruckus in 1905 when they left the Portland Dock in a race at full throttle.
From the book "Stern-Wheelers up Columbia"
"Steamboating above the Cascades had disappeared for a time after the O.R.&N. removed its boats in 1892, but before long a new company, the Dalles, Portland and Astoria Navigation Company, put the Regulator and Dalles City into service and became known as the Regulator Line. Both boats were fitted for freight and passengers and together revived the river trade so well that the O.R.&N. countered by building in 1899 at Portland a new stern-wheeler….."

Lower deck for freight, next up for passengers, top deck for working boatmen. No hold in a flat bottom boat, if it had a V bottom and a hold it would be a ship.
