This is a wonderful cyanotype of the early steamer “Regulator” docked at the Hood River waterfront. This ship was built in the Dalles and plied the waters of the Columbia between 1891 and 1906. You can read its history here. Its competition with the Union Pacific railroad is especially interesting.
It appears this image may predate the construction of the Regulator dock (seen here) which was a longtime feature of the waterfront.
