It looks like road crews had quite a bit of work to do to open up the forest in the spring of 1931. This Alva Day image features his daughter, appears to be prepared to fish. My guess is we’re looking at the road to Lost Lake. The negative was underexposed, which is why it has a grainy look to it when I correct the exposure and contrast. I think it’s a nice effect for this shot.

I found an article about "GREAT DUST STORM IN WASHINGTON AND OREGON, APRIL 21"“24, 1931" At first I didn’t think it would have caused this damage, but there are pictures of trees uprooted in a Hood River orchard, and a mountain home and outbuilding crushed by heavy timber (near base of Mount Hood).
