They must have made a trip to Oregon to do a series of photos. The website of "Old Oregon" photos has eight for viewing.

My thought was they look rather dapper, for having just climbed a mountain.
So, is the middle man flashing a mirror and the guy with the telescope is watching for a return message? At first look this morning, I didn’t make a connection with the title.
Longshot
What would you find at a fifteen mile radius from the summit of Mt Hood likely to the west side of the valley? Maybe the Mt Hood Lodge?

Mt. Hood Lodge was located above Parkdale, close to where the Cooper Spur Road is located. It would be considered on the eastern side of the valley.
I know on a totally clear day my Dad said when he Mason water tower, on Mason Road in Pine Grove still was painted white, he could pick it out with the naked eye from the stop of Hood. So it appears if you knew where various things were you might be able to pick them out.
