By 1899 Hood River had a reasonable set of local services, but residents still looked to Portland for some specialized shopping. If, for example, you wanted a 25-ton locomotive you would need to take the steamer down the Columbia.

After the westward building UP RR connected in Utah to the Central Pacific from CA, they constructed the Oregon Short line RR to Huntington Oregon to meet the Oregon RR and Navigation. The UP, OSL, OR&N and the OWR&N became one and still operates through Hood River.

The locomotive offered for sale would have been from the Portland city lines. The tracks there were 3′ 6" as in the ad where main lines are 4′ 8.5" and mountain narrow guage 3′.
