This image is from the December 1941 – November 1942 Oregon State College Extension Service Annual Report. The accompanying text explains six rural fire districts were formed and trained by Hood River Fire Department and the US Forest Service. This was part of the nationwide mobilization to as the US entered WW II. This is the crew from Odell.
Do you recognize the building? The windows are plastered with advertising for the Russell Bros. Circus in the Dalles.

I got interested in the circus posters. The Russell Bros. Circus was acquired by Clyde Beatty in 1943 and became the Clyde Beatty Circus. I don’t know whether the circus ever came to Hood River again, but I remember going to the Clyde Beatty Circus in The Dalles once or twice in the early 1950s.
