This really is quite beautiful for an image of a fruit duster on a city street. This Niagara Duster Model 777/A sported 6 nozzles with a 72″ throw, and would cost you $230 FOB Portland. I’m not sure of the year, but someone will be able to identify the automobiles.
A duster applies dry insecticides and fungicides to crops.

Did a quick google search for Baker Yakima, but didn't come up with a for sure connection.
There is a photograph collection by Walter S Baker: 1883-1962 “….a farmer and electrical engineer in Salem, Oregon. The collection consists of 118 prints and 97 negatives,…”
Doesn't seem like Yakima would have had a tall building like the one in the background, in the early 1900's.
But Rainier Beer is definitely Washington.
