Are those 2 observation platforms, and what are they looking at?

Maccarthy's great grandpa I believe. I think he owned Cloud Cap for a short time I've seen a picture with a windmill on the platform. Not sure on the location ?

I would think that a wind mill of any size would shake it's foundation and
eventually tear itself and it's foundation apart – anything less than in the
ground with rocks holding it in.
