Here’s Mosier, circa 1901, when Earl Conser was working on the railroad realignment between Hood River and Rowena. It looks like manufacture of rail ties or cord wood were the main local industry. Although to be fair, I suspect any town in that era looked like this from the tracks. Locomotives consumed huge quantities of cord wood, and railroads were constantly replacing old ties or adding new ones to new track.

Is the lady at the bottom of the photo an indication that she is waiting for the train and the photographer is in the second story of the train depot?

Depot is at the water tank, none of the large fruit warehouses yet built, and I believe the photographer is on the natural dirt bank. Wonder why the water tanks were so close together, this one east of Hood River and Viento west of HR.

White post at the right is the "fouling point", any car on the siding closer to the switch would interfere with the main line.
Longshot
East and west bound train may well have watered at different points. A train could pass while the opposing train was sitting on the siding getting water, no waiting in line to fill their tanks this way.
Local engines would have needed water as well.

The terrain at the left indicates the river comes up to the tracks, and the depot outhouse, at high water.
