Interesting way to hold a fish for photograph. The building up on the bank looks more like a station than a house.

I am going to guess The Deschutes River?

From the size of the stream and the shape of the hill I would guess it to be south of town a mile or so before the RR started it’s ascent to the switchback.
The steelhead is on a hiking/wading stick, makes it look like an "interesting" way to hold fish.
Keep in mind this is prior to Bonneville pool, the picture is tilted a touch down to right; my immediate thought was this is Hood, from MHRR below power station, below HMHRR bridge over river, and looking northeast toward Button farm. Thoughts?

Must be the Hood River, nowhere else have I seen tracks so near the water. Considering the man is verticle the river appears to run left to right and the RR is climbing right to left. It will take some searching to pin down this hill if it is on the west side of the river, google earth?

Looking at that cliffbank background, it looks like the Dechutes river just above the Maupin bridge. Doesn’t it? Are there RR tracks there, maybe not. ?

hmm, well, at one time there were two competing railroads, each on a side of the Deschutes. First one complete won all the marbles!
