Here’s a group of fisherman at Sherar’s Falls on the Deschutes River, alongside a fish ladder. I’m not sure how the fishermen got across it, but perhaps there is some cabling out of view.

Good identification LMH!
On one of Peter Skene Ogden’s trapping expeditions through this area, he makes note of the Indians hanging around the mouth of the Deschutes River. They are starving and waiting for the spring run of fish which is late.

Can you actually see anyone fishing? Did Alva title the photo as fishermen and is that a woman standing at the front of the rock?

The print isn’t very clear, but I can see at least one person with a dip net.

The falls view has changed very little. The UP railroad grade showing here on the east bank is now a paved auto road from here up to Maupin. Starting the climb above it is the original military road from The Dalles through Sherrers and Bakeoven to John Day.
