Regulator Dock

This was unlabeled but it’s immediately recognizable as the Regulator dock down by the Hood River waterfront. It was built sometime before 1901. The Sternwheeler Regulator would tie up to load an unload freight and passengers. The structure was a warehouse to store freight.
While this dock was initially only used by the steamer Regulator, in 1910 they negotiated a deal so the J. N. Teal could also use it.
Someone has written “Year- 1910” on this print, which may or may not be correct. I’m more suspicious of notes written in ballpoint ink since they are either recollections from decades after the event, or someone trying to be helpful by guessing at a rough date. On this site I try to be clear if we actually know a date, are estimating based on evidence or just guessing. We’re lucky it’s so easy to include all that information for future reference.

Is the warehouse at water level? What are the poles and cable structure on the building and why a windmill?

With the view of Strawberry Mtn., I assume this dock is about where Hood River Inn is located??
According to Wikipedia, the Regulator operated from 1891 to 1906 when it exploded while being repaired at a Portland dock,

Should have been more clear– the dock was floating on a barge, in the Hood River delta just north of the OR&N Co. rail depot (current Hood River train station).
