Ferry Arrival?

This fuzzy image is a companion to another fuzzy image we saw about ten years ago. It shows a ferry arriving (or departing?) from a temporary landing under the railroad bridge over the Hood River. Ferry landings moved around regularly as the river levels went up and down. I believe this landing was used at high water when the landing near the rail depot was under water. In the era shortly before the bridge was built there were also some lawsuits over access to ferry landings, so this could also be a response to being closed out of another landing.
I count two automobiles and two trucks on the ferry, along with a half dozen or so people. The sign says “DANGER / SLOW DOWN / to 10 miles per hour / ONE WAY TRAFFIC”
What’s your guess: arrival or departure? I think there are a few clues comparing the two images, but I couldn’t find anything definitive. Can you?
This spot along “Dock Road” is still accessible by car from the north, or by foot from the auto bridge across the Hood River.

Well…. since there are so many waiting on the bank, I cam going to say it is arriving.
Looking at the previous photo, I had no idea the ramp would reach up to the road.

LE, that was my logic too. Someone else pointed out to me ferries usually arrive with the cars facing forward so they can exit easily, so I guess we have good evidence we’re watching the ferry arrive in HR.
